I don't this to be S. obvallata. Leaves are linear oblong and scarcely
toothed. Bracts are pink (not green) short and partially covering
densely crowded purple heads. The flower stalks are also short. This
may be S. bracteata, a threatened species in W. Himalayas. Regards,

I doubt that...
Leaves are just dried and curled up.

Shrikant ji appears to be correct: heads partially visible and black involucre bracts.

S. bracteata.

Thanks for the info. I got it confirmed from Dr. Rawat that it is
Saussurea bracteata.
