Unable to load IGV on Windows 10

I am unable to load IGV using the Java web start. Java starts and starts to download but then it stops and gives the error message shown below (I've also included my Java version, up to date as of this morning). I'm using a Windows 10 PC. Suggestions appreciated, thank you.

Could you try clearing your Java cache?
