New Horos Version

Hello everyone, I would like to contribute to the project and update the libraries of Horos. We are running a very old version of the DICOM, ITK, and other libraries. I would like to provide support and try to develop something more up-to-date for the use of all of us, in addition to including the possibility of DICOMweb and support for newer version files to create reports with updated Pages. I will try to do a build, and if anyone is interested, I can make it available for free here with these improvements. If anyone wants to support the project, feel free to send me an email.

Note: I am not a programmer, but with the use of LLMs, I believe this is possible.
