That's the key. What have these Cerner sites cost and what are they projected to cost vs the cost of running VistA now and it's projected cost into the future (since VistA is a mature product, I would imagine inflation adjusted costs for now and projected would be very similar)?  From my reading of this report and others, I believe the GAO author is implying that VA management is deliberately dragging their heels on supplying these figures and I think I know why. The eye-watering contract cost of the Cerner upgrade, USD5.85 billion is already a sunk cost, and VA management is 'praying' that somehow the new sites are going to go smoothly from now on which will reduce that figure per site as each site is migrated. Trouble is, the Cerner contract expires in May 2028, part way through deployment (based on current progress, optimistically... 25% of sites might have migrated by then). This puts the VA in a very weak negotiating position come 2028 and Oracle will be able to charge whatever they like unless they are politically prevented from doing so. The report says a 2022 projection from the Institute for Defense Analyses estimated that EHR modernization life cycle costs would total $49.8 billion—$32.7 billion for 13 years of implementation and $17.1 billion for 15 years of sustainment.  But the GAO author has verbally said in February 2025 "100's of billions".  Ok... what needs to happen with VERY high urgency is to get an accurate handle on these cost projections and to stop further migrations which will only serve to strengthen Oracle's hand. Said from the other side of the globe with no real understanding of USA politics :-/

Have you noticed that this subcommittee is usually made up of the newly elected?  To me this is a sign that it is just giving lip service to oversight and seriously considering keeping VistA, which for the most part, is not even mentioned.  I will say that from the VA side, In my opinion, Neal Evansis the real deal trying to make this work and improve things for users.
