Cloud SQL Instance not created

Hi.

 I'm receiving the following error when attempting to create a new instance: "you cannot create new instances because billing is not enabled". 

I can confirm billing is enabled. Project number:131861467305

It takes sometime before the billing credential is verified. Let us know if the problem persists.
