Can't GRANT ALL PRIVILEGES to a new user

I'm invariably getting a 1045 error when attempting this on any user; is this something that should work right now?  Can anyone confirm that they are able to grant all privileges to a newly-created user in particular.

That's expected because the SUPER is not available anymore (announcement is in [1]). You can use "GRANT ALL ON `%`.*" instead.
