Here is the documentation for the Custom Search API: https://developers.google.com/custom-search/v1/overview

You have heard that there are two distinct search APIs offered by Google. This is true: the old Web Search API which has been deprecated and will be discontinued no later than May 2014, and the Custom Search API (CSAPI).

The CSAPI offers up to 100 requests for free. And it should be noted that different "pages" of results count as separate requests. Once you reach the 100 requests threshold, the API will return an error message about exceeding usage limits unless you enable billing. If you enable billing, then my understanding is that you no longer receive 100 free requests, but that you are billed at the rate of USD 5 per 1000 requests. This is prorated, so if you only use 500 requests, you only pay USD 2.50. You can adjust your budget so that, if you don't want to spend more than USD 20, the API will only allow you 4000 requests, but even with billing enabled, there is a maximum of 10000 requests per day.

It is also important to note that, even with the CSAPI, the search results will not match google.com results exactly.

And finally, there is NO public API offered by Google which allows unlimited search requests and/or results.

Hope that helps.
