Minisign for x/crypto

Hey all,

This is just a quick question whether the Go maintainers would be interested in a package contribution to `x/crypto` to implement minisign? https://jedisct1.github.io/minisign/

Hi Peter,

There is already github.com/jedisct1/go-minisign from the minisgn author, so I don't think this needs to live in x/crypto.
