new HV parameters cfg up-/downgrade?

Hi,

in PR #1528 a new HV parameter "debug_threads" was introduced and PR #1274
wants to add I/O throttling parameters.

I wonder if you have to consider things in the upgrade or downgrade path?
E.g. remove the new parameters on downgrade? If so, that would affect only
the cluster config, not runtime config? Are there examples for HV
parameters in the current code (I can't find one)?
