I’ve done this with a Dremel, using a carbide burr to remove the remainder of the steel tube after cutting and filing all I could get, and then a sanding roll to smooth it.  This was on a lugged frame joined with brass. 

If your frame is joined with silver, I’d try
melting it out.

I'm curious.  You said this is a new frame?  What is the issue?
