I’m in Seattle and my powder coater just retired. In the past, I have used Seattle Powdercoat in Fremont with very good results. They are a bit more expensive but results have always been excellent. I don’t know about spot repairing but they could advise you on that.

Hahn probably knows all the reliable powder coating companies in the Seattle area. I have used Seattle Powder Coating in Fremont several times, also more than several years ago, and they did a great job at a reasonable price. Colors were limited if you picked from what they had on hand. If you picked a color which was special order, then the price increased significantly. They are/were good at basic powder coating when I used them last. Special effects such as fades, chromatics, and layering (if that's the correct term) were not in their wheel house, but you never know, they may have upped their game over the last ten years.
Regards,
Corrie
