Hymn for Petersburg, 174

In looking at the authors and composers of songs in The Sacred Harp, Fourth Edition with Supplement (J. L. White Book), I have a conundrum. Who wrote the text used with the tune PETERSBURG (174)? In the new 2025 Sacred Harp I notice it is credited to “John Logan, 1781.” However, I found this text beginning “Thus saith the high and lofty One” in the 5th edition of Hymns and Spiritual Songs of Isaac Watts, Book 1 Hymn LXXXVII, 1716. I assume this is an enlarged edition of the 1707 book, and that the hymns are still by Watts. Anyone know about the source of this hymn?

It does look like this is from the 1709 second edition of Watts’s Hymns and Spiritual Songs.

This error was in the 1991 edition, as well as in Makers. But they are definitely Watts' words.

This is puzzling. The entry in Makers should read, "Isaac Watts, 1707, Hymn 87, Book 1." It is a paraphrase of Isaiah 57:15-16. J. S. James, in the footnote, writes, "No trace of the words can be found in books we have consulted." There were certainly copies of Watts with first line indexes available to Colonel James. The attribution to Logan arose in the 1971 Denson Revision, for which Dr. William J. Reynolds and Dr. Emory S. Bucke were named as consultants.
