I think this relates to a bug in Visual Studio when adding COM references to .NET Core projects.
Instead, I suggest you remove that reference and add the ExcelDna.Interop package:

I created an project with excel dna 1.6 preview 4, targeting .net framework 6,
this is reference added
now when i run this add in in debug or release mode, i get this error as soon as i create a new sheet
Runtime [Error] Unhandled exception in async delegate call. : FileNotFoundException - Could not load file or assembly 'Microsoft.Office.Interop.Excel, Version=15.0.0.0, Culture=neutral, PublicKeyToken=71e9bce111e9429c'. The system cannot find the file specified.
i don't have office 15 on my pc, only have office 365 installed.
puzzled, please help
