Russia and the International Space Station

Russia controls the part of the International Space Station that includes its engines used to adjust its orbit, Dmitry Rogozin, the head of Russia's space agency, made this threat about what would happen if the west does not cooperate with Russia's invasion of Ukraine.

"If you block cooperation with us, who will save the ISS from an uncontrolled deorbit and fall into the United States or Europe? There is also the option of dropping a 500-ton structure to India and China. Do you want to threaten them with such a prospect? The ISS does not fly over Russia, so all the risks are yours."

Imagine being the cosmonaut charged with making such an adjustment. The ISS has always been a mission of cooperation and this threat is totally anathema to that. I would hope that such a person would refuse the order and suffer the consequences. Of course, I'm assuming such a maneuver would require the cosmonaut to execute it. If not, the threat is more serious.

First, if Russia controls the engines then any deorbiting will be the responsibility of Russia.  Second, why would you pay any attention to someone who thinks the ISS doesn't pass over Russia?

Putin blowed up one of his own sats in orbit last November. 

my view is that yeah there is opportunity for cooperation, but with Putin as chief, there never will be. He sees weakness and sees  it as an opportunity.

I don't think the ISS does pass over Russia, it's orbit is too far to the south.

The ISS orbital inclination is 51deg,  Where the Russians are streaming across the Ukraine border near Lhuansk is 49deg.

I stand corrected. You'd think the head of the Russian equivalent of NASA would know more about the orbit of the International Space Station than I do, but apparently not; I guess he got the job because he was very good at kissing Putin's ass.
