If there's so much activity in the "vacuum", it's surprising there's apparently no evidence of photons interacting with those virtual particles, if they exist. If such interactions were occurring, presumably there would be some blurring of the spectral lines of stars we can observe. AG
There is nothing to violate since energy doesn't exist. "Energy" is just an idea in consciousness. And consciousness can imagine whatever story it wants.
