Proposal: add new tag to functions and modules: @available_since

I would like to read at the documentation, and be able to tell since when a function or a module
have been available in the language and in other packages.
That will help developers a lot when having to make choices on what functions to use depending on
what version they need to support.

Other uses is that someone could write an app to determine what is the minimum requirements for
your app.

But initially my aim to is give more info documentation wise.

Andrea proposed something similar to the Elixir team this week. He has been assigned for building a full proposal once he finds some time. :)
