Broken Links After Server Upgrade to Windows Server 2019

For some reason when we upgraded the server running dspace 5.4 from Windows Server 2012 to Windows Server 2019 most of the links on Dspace no longer work.  

Here is the website for Server 2012: http://scholars.indstate.edu/

Same site running Server 2019: http://139.102.65.11/

As you can see the links at the top work, some on the bottom of the right side bar also work, but nothing between.  Any ideas where to look?

Hi,

something is different...check the CSS / structure of the new page - if you remove the "footer"-DIV it works, its like an overlay.
