Django Website Development issue

I am begginer at django and good in python language, html,css,javascript and database(strong).

1) If i want to create develop a website using django framework, first i need to develop a template using html.Then, i need 
to django framework(python). Am i right?
2) Is there any control panel for django framework like php control panel?
3) Suggestions are required.

But I really suggest that no matter your skill level in any area.  Do the outstanding tutorial.  It will save you a lot of time in the long run:  https://docs.djangoproject.com/en/1.6/intro/tutorial01/

Thanks Tim for quick reply.

I learned django framework using same tutorial. I have done almost 90% work on my local server.
Now i want to upload same to my website. How to do that. Which hosting provider is proivding django farmework support for website development. Does bluehost support djangoframework?
