In this case will the browser initiate Allocate req to all of them and let ICE decide on the most optimal one for relay candidate if it is needed in the first place? why bother? Returning a single record from route53 together with round robin is proven to work well at scale.

Similar approaches such as querying multiple turn servers don't result in "pick the closest one and only return the fastest single candidate".
