CoreDash Governance proposal

Hi everyone,

As promised in the working meeting, I've put together a CoreDash governance proposal.

My goal was to come up with some lightweight governance to get us started that we can build on as we grow. Since we expect this to start as a collection of projects, the model is loosely based on a simplified version of the CNCF Subprojects Governance Template.

Please make suggestions and comments in the Google Doc next week so that we can have something finalized (or close to) by the meeting in the first week of August:

As a quick note, I'll be out on holiday starting after today returning on Aug 3. As soon as I get back, I'll work to incorporate comments / suggestions to clean up the doc before we meet.

Thanks Dawn, we have you on deck to discuss this for about 10 minutes at the meeting tomorrow:

On the LF side, we spun up a legal entity and temporarily reserved https://github.com/coredashio as a place to work in the open, long term you can always change the name of the effort as more folks get involved.

If folks have other things to add to the agenda, feel free to add them to the doc.

Well, Augustin and myself are exploring "Perses" as one option under this umbrella, under https://github.com/perses/perses (the repo still currently contains some dashboard-unrelated things that will be removed and replaced).

TBH I never looked up who Perses was, I just joined the project ¯\_(ツ)_/¯

I still like it (and great to have the GitHub org!), but personally I'm open either way.
