It may be differences in hardware between me and Mathias giving us differing
results.
When crustini didn't work after reboot, was it crustini that didn't work or
chromevox that didn't work?
To test, try running crustini then do these commands then give it a few
seconds and listen after the last command.
sudo apt install python3-pyte python3-speechd speech-dispatcher -y
git clone https://github.com/tspivey/tdsr
~/tdsr/tdsr

If you don't get speech I suspect you have a hardware problem.
If you do get speech, then this is a chromevox problem.
Situations like these are why having multiple screen readers can be so very
useful.
This was the case with Windows and Jaws and then nvda came along to help out.
Narrator is a backup screen reader not designed for regular use.
