Capistrano Symfony

Hi,

After getting fed up of waiting on https://github.com/everzet/capifony/pull/437 (5+ months) I have created a capistrano-symfony repository.

I may have been a little premature in transferring it to the capistrano org, but if Lee, Kir or Tom could give permissions for https://github.com/capistrano/capistrano-symfony to the PHP integration team that would be much appreciated.

Also as a non-ruby native, any code review/feedback would be appreciated.
