Self populating Toolbox?

I’ve only started working with blockly I was wondering if it was possible for blockly to load multiple toolboxes on startup, if so how can I set the files to load and display in a specific order.

I don't believe that you can have multiple toolboxes for a single Blockly workspace, but you can have multiple, nested, categories in a toolbox.  If that meets your needs, check out the Blockly documentation for toolbox categories and nested categories.
