Production version v2024a_9 release

I've released the next production version of Autoplot, v2024a_9. This
includes bugfixes of odd corner cases like:

* properly handing a second Autoplot window with modified script in its
editor
* PWD is now set when loading remote .vap files with AutoplotServlet

and new features like:

* improve label propagation through pow(ds,2) and sqrt
* favicon.ico icons shown in HAPI server selection
* support for 1-byte integers, MAC_REAL, and MISSING keywords found in
PDS3 files.

See https://autoplot.org/latest/.  Note that there is no longer a Java
WebStart link.  WebStart is no longer included with Java, and looking at
logs it doesn't look like people are using it anymore, though it is
available with OpenJDK.  Let me know if you would like me to keep
supporting WebStart.
