What is ratedeck actually for?
I am thinking of having 3 rate groups for user to choose with 3 prefixes.
So i created a large origination rates table that has 3 prefixes followed by country codes, so in effect, 3 x entries per dial code. eg. 900912xxxxxxxx, 901912xxxxxx, 903912xxxxxxx and etc.
The import failed halfway. What is my options to achieve that? I am thinking ratedeck may help? or it does not?

So it is a lookup table of destination names for origination tariff tables prefixes, in order to have uniform destination names in all tariff tables.
