message "expand speaking bar", bottom right of iphone

I notice that there's a message "expand speaking bar" at the right, bottom corner of the iphone? If I double tap on it I get "speak on touch" and then about "playback speed".
Is this something new, or have I done something to get this, or have I just missed it? I've got a 14 running I'm not sure which version, haven't updated it for quite some time.
Any help would be great, please?

Hi Peter,

I know about this because I accidentally selected it one time. It is very annoying if you were already a voiceover user. Go to settings, accessibility, spoken content. Toggle off speak selection.
