I've run these commands:

repo init -u https://android.googlesource.com/kernel/manifest -b android-msm-crosshatch-4.9-pie-qpr2

repo sync

make clean

source build/envsetup.sh

lunch aosp_blueline-userdebug

Tried running as sudo su aswell

It seems you are running the commands to build AOSP/blueline on a
kernel repo instead of AOSP repo.

Try substituting your first command with:
repo init -u https://android.googlesource.com/platform/manifest
