Hello,

using the PHP Client Library for the Google AdWords API I get the following Error: An error has occurred: [QuotaCheckError.INCOMPLETE_SIGNUP @ ; trigger:'<null>']

But step by step:
- First I generate a productive MCC Account and get an API developer token (Now it's pending) and fill out the billing information and accept the terms and conditions.
- Then I generate a MCC Test Account and in the MCC test account an AdWords test account.
- In the Google Adwords API Source Code (in the file auth.ini) I put in the developer Token from the productive MCC, the userAgent (name of my company), the clientCustomerId from my test AdWords account and my client_id and client_secret which I generated via the Google Developer Console.
- Then I run the GetRefreshToken.php on the Terminal and get an URL. I copied these URL in the browser and get the code, which I put in the Terminal to get the refresh_token for the auth.ini
- At least I run the GetCampaigns.php in the Terminal and get the Error Message: An error has occurred: [QuotaCheckError.INCOMPLETE_SIGNUP @ ; trigger:'<null>']

Some Ideas? What can I do?

Every solution I found is like "fill out the billing information und accect terms and conditions". But in my opinion i did these!!

my production MCC Customer ID is: 458-327-5081

For your information:
My test MCC Customer ID is 168-072-8257 and the Customer ID from the Adwords Account in the test MCC Account is 385-712-8406

I am also getting the same type of error as the OP, and I have followed the exact same steps.

I have also tried troubleshooting via error guide. Could you please take a look, Ray?

Please send me the request/response log in private.  But most likely, it is caused by one of the four issues listed in the error guide.  I've investigated many of these issues and it's very important to check, in detail, for every step.

Hi Benjamin,

In order to use your developer token you must fill out billing information and accept the terms and conditions on your non-test MCC as mentioned in the error guide that Ray referenced above. I see that neither of these have been done on your non-test MCC. Please follow the instructions in the error guide and try again.

when I try to fill out the billing information I have this message:
"We apologize for the inconvenience, but we are unable to process your request at this time. Our engineers have been notified of this problem and will work to resolve it. Please note that using your browser's back button in AdWords can increase the likelihood of errors. If you think this was the cause of your error, please try again without using the back button"

some one contact me by mail and sent me a link for sign the contract,  We signed the contract and returned to you, but I can't connect yet

T&C does not show up as accepted on that account. Please try going through step 1 listed in the Common Errors guide. If you still encounter issues after that, please contact AdWords API Compliance as indicated in the guide.

Your MCC (651-639-5926) has the same issue as the previous post -- T&C is not accepted. Please follow my instructions in that post.

I have the same problem, can you please check this account? I had our corp HQ in Germany put in billing info and agree to TOS, they said they did it, and I see the billing section has a card on file.

Your account also shows that Terms & Conditions have not been accepted. Please contact AdWords API Compliance and they should be able to resolve that for you.

For the record, I'm sure we agreed to the T&Cs when we put in our credit card. Seems that part of the signup process has some issues.

Anyway, I did this, tested my script and got past the INCOMPLETE_SIGNUP briefly. This helped me uncover another issue in it (date format issue for OfflineConversionFeedService), but once I correct this, I'm now getting the INCOMPOMPLETE_SIGNUP error again. Suggestions?

Hi,

I see that you have not accepted (or could not accept) Terms & Conditions on your prod MCC, and that in a separate email with the API Compliance team, the team replied to you on the 16th and you sent the accepted terms yesterday (the 17th). You should hear back from them soon.

The link you submitted to is the proper escalation point for questions on your developer token. After submitting the form you should have received a confirmation email at the API email address you have in your account settings under API Center. If you did not receive such an email, please resubmit the form.

I can see that the developer token for the MCC that contains that account was rejected. Please follow up with the API Compliance Team via this form, as they are the group that handles all token applications.
