This
e-mail is being sent to all Central Assembly Members, and to local
groups who have a particular interest in 20mph zones. If you are aware
of others who would wish to contribute to this discussion,
please feel free to send this information to them.
Once a
potential 20mph area is selected, there will be detailed local
consultation in that area before any scheme is implemented, to ensure
that local residents are fully aware and supportive.
You will
recall that Sheffield Council Cabinet Highways Committee has recently
agreed to fund one 20mph area corporately in each Assembly area, with a
budget of £40,000 for each, to be implemented
within this or the next financial year.
At a
Briefing on May 31st, Central Assembly Members were presented with a map
of the Central Assembly area setting out a number of possible 20mph
areas, with accident figures indicated. Members
were also reminded that the nominated area should include at least one
school, and would not include major roads. The timescale for deciding
on a scheme area is tight, and is not under the control of the Assembly.
Based on
accident statistics and known local demands, Members asked for three
areas to be costed up - Hillsborough, Lower Walkley and London Road.
Due to the budget available, the Walkley area
has subsequently been divided into two sub-areas, so there are now four
costed areas to consider. These are described below and are shown on
the attached pdf.
The comments are from Simon Nelson, the Highways Engineer working on this project.
- C03 Hillsborough (part): £40,233. My recollection is that
the Assembly recognised that the area shown in the drawing I circulated
at the meeting was likely to be unaffordable, but didn’t specifically
ask for it to be scaled down. That’s what I’ve
done though, leaving two 20mph areas, either side of Dykes Hall Road,
both of which can be included for the sum stated. These encompass all
three schools in the area but don’t include the Overton Road area (self
contained, slow moving) or the area south of
Wadsley Lane (lots of entry points).
- C09 Walkley (north part): £35,591
- C09 Walkley (south part): £40,207. This would need a little
bit of selling to CHC as it doesn’t include a school, but there is a
history of requests. I’ve included Addy Street in the 20mph limit area
despite it being a ‘C road as the north east
end is already 20mph.
- C20 London Road (west part): £33,002. Again I’ve broken
this down to cover the school and fit the budget. With classified roads
not included this inevitably leaves what’s left looking quite bitty. In
my experience speeds are already quite low
on the side roads shown and so would urge the Assembly to select one of
the other areas.
What we are requesting from Members and interested groups.
We very
much want to hear from interested groups, and from Members, about how
these areas should be prioritised, so that we have a first choice and
back-up schemes. We would also be pleased to
hear if there are areas which should have been included for consideration, but have been overlooked.
I would be very grateful for your views and comments by 10am on Thursday, July 19th. We realise that this is a short timescale, but have to work to the schedule set by Cabinet Highways Committee.
