The log that you posted seems to be cut off prematurely. If you can't get more of it, you will need to contact rise vpn tech support.

Either you didn't follow the VPN provider's instructions properly, or they are defective.

OpenVPN is looking for a file named "RiseupCA.pem" in

/Users/goethefaust/Library
