Your Scalr 3.5 is a fresh install or you've did upgrade from previous version?

I've checked 3.5 package and it contains version of query-env
requested by server. So seems like not all files was updated or copied
properly.

version isn't 3.5. it is 3.0

Probably, this is the issue. 3.0 is very old and new versions of scalr
agent could be not compatible with it. I would suggest you to use the
latest available version: 3.5.
