Gujarat National Convention, NFSA dharna in Maharashtra, 150 days MGNREGA work under FRA and more

Dear Friends,

Here is the first update - now a fortnightly - from the campaign in the New Year.

1. Announcements                                                                                               

National Convention: The venue of the National Convention of the Right to Food Campaign to be held from 1st-3rd March 2014 has now been confirmed as Dalit Shakti Kendra in Sanand, near Ahmedabad, Gujarat. The second announcement with the proposed programme and directions to the venue (Hindi) is attached.

Maharashtra: The state plans to formally implement the National Food Security Act, 2013 on 1 February 2014. But, the cut-off for eligibility has been set unrealistically low at Rs 59,000 per urban family and Rs 44,000 per rural family per annum. In protest the activists of the Anna Adhikar Abhiyan organised a dharna on 9th January 2014 with 2000 people in Azad Maidan (Marathi Parcha). They have proposed a simple exclusion and one-point inclusion criteria [English gist] in their letter to the Chief Minister.

NREGA: The Ministry of Rural Development has just taken a decision to provide an additional 50 days of wage employment beyond the stipulated 100 days under MGNREGA for Scheduled Tribes households living in forest areas and who have received land rights under the Forest Rights Act, 2006 round 14 lakh individual and community titles have been distributed under FRA 2006 and they will be able to claim the benefit of 150 days. Other initiatives include cash payments of wages in 88 Integrated Action Plan (IAP) districts and Kaam Maango Abhiyan to proactively register demand from 2 February 2014 across the country.

Jharkhand: The Working Group for Children Under Six (of the Right to Food Campaign) and Jan Swasthya Abhiyan has sent a letter to the Government of Jharkhand to raise concerns on the recent notice inviting tenders for production of Take Home Rations (THRs) for children under three years of age as though it specifies ‘self help groups, mahila mandals, village community’ as potential manufacturers alongside companies, the set pre-conditions would make it impossible for them to compete.

Pension Parishad: On 17th January, the Pension Parishad is organising a National Public Hearing at the Constitution Club, Rafi Marg New Delhi. People from all states are expected to gather in Delhi and air their grievances related to the pension schemes. Delhi Education Minister Manish Sisodia and Women and Child Development Minister Rakhi Birla are expected to attend the event among others. See here for English and Hindi parchas

MGNREGA: The Conference on ‘The MGNREGA in India: Taking Stock, Looking Ahead’ is being organised at the Indira Gandhi Institute of Development Research (IGIDR), Mumbai on March 26-28, 2014 and proposals can be uploaded on the conference website by 20th January 2014

यह इस वर्ष का हमारा पहला उपडेट है, और अब से हम उपडेट हर दो सप्ताह पर भेजेंगे

1.घोषणा:

राष्ट्रीय अधिवेशन: रोजी रोटी अधिकार अभियान के 1 से 3 मार्च तक होने वाले राष्ट्रीय अधिवेशन का आयोजन स्थल दलित शक्ति केंद्र,सानंद, अहमदाबाद के नजदीक है प्रस्तावित कार्यक्रम और समारोह स्थल के लिए दिशा निर्देश के साथ दूसरी घोषणा संगलग्न है

महाराष्ट्र: महाराष्ट्र सरकार ने खाद्य सुरछा कानून को 1 फरवरी से  राज्य  में लागू करने की घोषणा की है.लेकिन इसके लिए योग्यता का निर्धारण बिलकुल  अवास्तविक रूप से कम है। शहरी  परिवारओं के लिए यह 59000 रु प्रति वर्ष है जबकि ग्रामीण परिवारों के लिए यह 44000 रु प्रतिवर्ष है।  इसके विरोध में अन्न अधिकार अभियान ने ९ जनवरी २०१४ को मुम्बई के आज़ाद मैदान में  धरना का आयोजन किया था जिसमें लगभग 2000 लोगों ने हिस्सा लिया था (मराठी पर्चा). अभियान ने मुख्यमंत्री को लिखे पत्र में कानून के बाहर रहने  और कानून का लाभ उठाने वालों के लिए योग्यता के आधार का प्रस्ताव रखा है

मनरेगा: ग्रामीण विकास मंत्रालय ने वन छेत्र में रहने वाले अनुसूचित जनजाती परिवारों, जिनको वनाधिकार कानून, 2006 के अंतर्गत भूमि का अधिकार मिला है, के लिए मनरेगा के अंतर्गत 100  के अलावा और 50  दिनों का काम मुहय्या कराने का फैसला किया है.  वनाधिकार कानून, 2006 के अंतर्गत 14 लाख व्यक्तिगत और सामुदायिक अधिकारों का वितरण हुआ है और ये सब 150 दिनों के काम के अधिकार का दावा कर सकते हैं. अन्य पहलों में शामिल हैं : 88 समेकित कार्य योजना जिलों में मजदूरी का नकद भुगतान और काम की मांग को सुचारु तरीके से पंजीयन  के लिए  फरवरी से पुरे देश में काम मांगो अभियान    

झारखंड: 6 से कम उम्र के बच्चों पर बने  रोजी रोटी अधिकार अभियान के कार्यकारिणी समूह और जन स्वास्थ अभियान ने झारखंड सरकार को एक पत्र लिखा है  जिसमें 3  साल के कम के बच्चों के  टेक होम राशन के लिए जारी अधिसूचना में स्वयं सहायता समूह, महिला मंडल और ग्रामीण समुदाय के  साथ  कंपनियों  को बुलाने पर चिंता जाहीर की  गयी है. इसके लिए जो आधार तय किये गए हैं उनसे  कम्पनियो का मुकाबला करना  असम्भव है.

पेंशन परिषद्: 17  जनवरी को पेंशन परिषद् राष्ट्रीय जन सुनवाई का आयोजन कर रहा है. स्थान है: Constitution Club, Rafi Marg New Delhi. जन सुनवाई में विभिन्न राज्यों से लोग शामिल होंगे और पेशन योजना से सम्बंधित अपनी शिकायतों रखंगे।  दिल्ली के शीछा  मंत्री मनीष शिशोदिया और महिला एवं बाल विकास मंत्री राखी बिडलान की भी जन सुनवाई में शिरकत करने की सम्भावना है. कृप्या हिंदी और इंग्लिश पर्चा देखें

आंध्रा प्रदेश: राज्य अभियान ने राज्य के 8 पिछड़े  जिलों में खाद्य योजना की रिपोर्ट तैयार की है.

ओडिशा: जीविका फाउंडेशन ने Food Security Watch Newsletter बनाया है

मनरेगा: "भारत में मनरेगा" पर Indira Gandhi Institute of Development Research (IGIDR), मुम्बई में 26  से 28 मार्च तक कांफ्रेंस का आयोजन किया जा रहा है. अपने प्रस्ताव आप  कांफ्रेंस के वेबसाइट पर 20  जनवरी तक  अपलोड कर सकते हैं.
