I installed Nitto Mark's Front Rack on my wife's Betty about a month
ago. I've noticed that whenever the front brake is pulled, the rack
moves slightly (with left-right movement). Is this normal? Or does
it mean I have to tighten the nut behind the fork crown a bit more?

It probably means your front brake is not exactly centered, AND that the bolt could use a little tightening.  I'd recommend the following:

1.  Loosen the allen bolt mounting the brake to the fork a bit, so the brake is loose enough to shift easily side to side
2.  Pull the brakelever and strap it in that squeezed position, like with a velcro legband or have a friend hold it tight. 
3.  Snug up the allen bolt medium tight.
4.  Remove the strap and make sure actuating the brake doesn't move the rack or the front wheel
5.  If it's good (centered) tighten a little more and repeat steps 4 and 5, until you are good and tight
6.  If there is movement, loosen a little and move the brake a tiny bit in the opposite direction

A few more points...

I usually close the brake very slowly and look closely to verify that the left and right pads make contact with the rim at the same time.  An out of true rim, of course, defeats that, meaning that the brake (and attached rack) will move back and forth while stopping, pushed by the rim.  

Trying to center the brake by successive tightening/loosening/retrying can be frustrating.  Nicer brakes often have a small centering screw that rotates the entire mechanism a little bit, so that you can perfect the centering.  If not, you can tighten most of the way, center it by hand (rotate it after tightening), then give it the final snug.
