Side-stepping the whole issue of disclosure, that wouldn't worry me a bit.
Chainstays get crimped and recrimped with little effect, and that
indentation is a long way from a crimp. A dimple, maybe, but it's unlikely
to cause any failure.
Such is the beauty of steel.

Photos were exchanged, frame was described as perfect. Like I said I still probably would have bought it but for, like 300 less. It is almost all built up now anyway, if anyone can suggest a touch up paint the color is an having some issues getting a good match. Thanks
