Now that I have a very nice front bag for the Herse, I'd like to find a very small pannier to carry tubes and other repair/spares kit in-- something about the size of a large, mountain seat wedge sufficient for 2 fattish tubes, tools, saddle cover, patch kit and, as well, that has room for a samwich and a windbreaker. Does anyone have suggestions?

I clip a blinky under my saddle so a wedge won't fit.

Thank.

As usual, neglected to explain fully: the large front bag will be kept free for dog, groceries, and so forth.

You may have seen these... I don't own one, but love the way they
look, as well as the fact that they're repurposed military bags. The
blinky can clip on this, and you should have room under the seat.

Thanks; I know these well -- in fact, very shortsightedly I gave the
one I owned away last Xmas season. And I had even adapted it for use
as a pannier.

It was to my brother -- perhaps I can lean on him to return it ...

This might be a bit bigger than you have need for, but I have met a
few riders that use Nashbar's "Daytrekker" Panniers:
http://www.nashbar.com/bikes/Product_10053_10052_166967_-1___

They are 790 cubic inches in size, and pretty good looking for a
Nashbar product. Only downside really is that they come attached
together as a pair, and I don't think using one alone is possible.

No, I've give up all my many saddlebags; I prefer panniers because
they are so easy to swap around. Also, I like to have a rear light up
high.

Thanks; great price, but I really want something very minimal -- I
already have a nice pair of Ortlieb small front panniers. I have a
nice bar bag that would work excellently strapped to the rear rack,
but it is being hogged by the Fargo.

I have a pair of these, and like them a lot. But the attachment system isn't ideal for some racks.
