[2.0.4] start -Dhttp.port=80

Hi everyone, 

start -Dhttp.port=80 simply does NOT work on Windows. Has anybody succeeded?

On linux systems, you need to be root in order to bind a service to
port 80. I'm not so familiar with Windows but I'd imagine that you
might need to have administrative rights of sorts to achieve the same.
Otherwise perhaps another service already uses the port (IIS, Apache,
...)

By default Play generates start.sh for *nix environment. For windows you might consider using the following plugin:

There is no explanation about what it does on the sbtgoodies github. Is this commonly used?

Its an sbt plugin that adds additional tasks including creating start.bat file for windows.
