How to add the button: "Not a member?"

Does somebody know how to add
the button "Not a member?", at
Login screen?

have a look at
Administration > Configuration

there are a lot of options, one is called *allow_frontend_register*

other interesting values are:
sendEmailAtRegister
and
sendEmailWithVerficationCode

values are always 0 (false) or 1 (true)
