Is the gmplib.org site blocking some IP addresses?

I had an interesting issue come up yesterday, and I wondered if it impacts just me or whether others might have the same problem?
 
I had a colleague visit yesterdday and he was trying to access the gmplib.org site using my internet connection withoout success. 
 
As I never have any problems accessing the GMP website, I wondered what was going on so we tried my next door neighbours internet connection and had no problems.
 
This was a big puzzle until I remembered that, since I do my internet browsing through Tor, blocking my IP address has absolutely no impact on my own access.
 
But, sure enough, when I tried a direct access to the GMP website from my IP address, I find that it is being bloked by the gmplib sever.
 
Am I alone in having this privilege?

The GMP website says: "NEWS 2011-09-29: There are networking problems
at KTH, making the GMP servers hard to reach. As a result, these web
pages are intermittently unavailable, and so are the the mailing lists
and the source repository. New routers are on their way, the problem
should be fixed in a few days. "

Thanks William, I can see this messaage.
 
I have been checking this issue with three simultaneuos connections, one through Tor, one through a neigbours IP address and one using my own IP address.
 
Only my IP adrees is being blocked so I am pretty confident that the site has been set up to block this specific IP address (it alsso works when I switch off my static IP address). . 
 
As I said earlier, this hasn't had any impact on me as I have been using Tor. 
 
But now that I am aware that _KTH_ servers are being abused in this way, it becomes much more serious.

I am not having any problems accessing the GMP website via Warwick University.

At some time in the past there was a problem similar to what you are
describing though. No one on campus could access gmplib.org from a
machine with a campus IP address, but it was possible to access it
from anywhere else (e.g. from home). Funnily enough our network
administrator contacted *me* about this after some complaints were
made, I guess assuming that I had something to do with GMP.

A few years ago I stumbled upon something called an "evildoers list".
This is a list of IP addresses that are known to be associated with
spam. Some networking people probably block all IP addresses that find
their way onto such a list, and just like a no fly list, innocent
people surely end up having their IP addresses blocked.

Here for example is a link to an organisation that maintains such a
list: http://www.spamhaus.org/sbl/

You may be able check if your IP address has erroneously ended up on
such a list. Failing that I guess you could email KTH and ask their
systems administrator to look into whether they are blocking you for
some reason? Anyhow, as I said, no problems here at the moment and I
don't recall having any problems recently. I will check from home
tonight.

Oh, I didn't read William's note properly. Indeed there is probably no
point contacting KTH until their networking is working again. They'll
surely assume the issues are related.

Best to see if the problem clears itself up in a couple of days. They
do say access will be difficult and intermittent.
