pages are intermittently unavailable, and so are the the mailing lists
and the source repository. New routers are on their way, the problem

At some time in the past there was a problem similar to what you are
describing though. No one on campus could access gmplib.org from a
machine with a campus IP address, but it was possible to access it
from anywhere else (e.g. from home). Funnily enough our network
administrator contacted *me* about this after some complaints were
made, I guess assuming that I had something to do with GMP.
A few years ago I stumbled upon something called an "evildoers list".
This is a list of IP addresses that are known to be associated with
spam. Some networking people probably block all IP addresses that find
their way onto such a list, and just like a no fly list, innocent
people surely end up having their IP addresses blocked.
Here for example is a link to an organisation that maintains such a
list: http://www.spamhaus.org/sbl/
You may be able check if your IP address has erroneously ended up on
such a list. Failing that I guess you could email KTH and ask their
systems administrator to look into whether they are blocking you for
some reason? Anyhow, as I said, no problems here at the moment and I
don't recall having any problems recently. I will check from home
tonight.

Best to see if the problem clears itself up in a couple of days. They
do say access will be difficult and intermittent.
