What is a "non-memorized" card?

In general settings, there is a option for "Hold __ non-memorised cards in your hand."
 
Is it correct that a non-memorised card is one whose last grade is 0 or 1?
And the default grade for a new card is 0?

I think the default for imported cards is 0, but if you add a card from the card-add functionality you can give it an initial value of "not yet learned" all the way up to 5 as you add it.

Non memorised cards have grade 0 or 1.

When adding a new card manually, you can pick any of the grades in the
dialog box.

For importing, the default is 'yet to learn', i.e. never before seen
in the interactive learning process.
