Where on the tiki should I link this page from: www.lojban.org/tiki/gismu+scoring+algorithm

There's a "Lojban Software" page, but it's in the learning section, and I don't think the algorithm is a teaching tool.

There used to be a perl app for scoring gismu.

That's not the question. The question is, "Where on the tiki should I put the link to that page?", not "Where is the program that goes here?"

Broca has a Python implementation, but he's having trouble uploading it.
