I'm attaching a first try at making some sample data designed to make testing easier and more efficient.  You can just put this in the installation/sql/mysql folder prior to installing and it will show up as an option.  Sorry, mysql only at this point.

Please feel free to try it out.

Have not tested yet your proposal.

One of the issue we got as testers/patchers for the 1.6/1/7/2.5 series was the fact that many options were not set to Yes in the Components Global Options, or if done, were overriden by the default menu items.
This has forced us into changing these settings for each new install, to be sure something was not broken when patching.
Example: all the Written by, Published dates, etc. for articles.
I suggest to correct the new sample data for these. I.e. set all parameters in menu items to Global and make sure general Options are set to display all possibilities

That's a great example of how testing data can differ. We certainly don't want global options set to display all possibilities in normal sample data.. that would terrify new users. But we could do it in the testing data that does make sense since it's easy to forget about some options and that will help us remember all those details.  In 1.6 all of the defaults it applies to for menus were set to "use global" in the xml (not sample data) and if there are any places where that isn't true in the xml we should put them back.
