Duplicate Growl 1.3.3 dock icons after restart OS X 10.7.3

Only app is Dropbox. Growl is set to "show in both" (dock & menubar).
Both icons show as "active" but there is only one "Growl" program
showing in activity monitor. When I reset to "show in the menubar" and
restart, one of the two duplicates disappears and then when I reset it
to "show in both" just one remains.

I solved the problem, but mechanically. I had put Growl permanently in my dock; I removed it but left the settings the same so that the icon appears in the dock only when it's active (which is all the time anyway). Still, it seems like a bug if you keep the Growl icon permanently in the dock.
