are you sure you're looking in the right Library folder (there are several, and the one in your user directory is now hidden by default in Lion)?
From Finder, try Go->Go to Folder (cmd+shift+g), type in /Users/Andrew_Pang/Library/Application Support/Growl and hit go. That should open the folder for you if it exists.
