My Growl preference pane for some reason is now missing several tabs.
It only shows the first tab, with no icons at the top of the window. I
can't get to the tabs to set the style, application specific prefs,
etc.

Running Growl 1.3.1 in Lion 10.7.2. I've tried uninstalling Growl
1.3.1 via Launchpad, I also ran the Growl Uninstaller for older
versions. I previously had Growl 1.2.

Please help!

growl pref pane as in inside system preferences?
it shouldn't exist at all.

growl 1.3 is a normal application now, find it in /Applications

presence of the system prefpane suggests the old one wasn't uninstalled properly perhaps. you can try right-clicking on it and 'remove' that way? it's possible the app store put 1.3 in there accidentally, so it might be worth doing the launchpad remove first, then removing the prefpane, then reinstalling growl fresh from the app store after everything's cleaned off.

Yes, but the application itself has a preference pane.

I was able to get the preference pane tabs back by installing a new
theme. It then asked me if I wanted to configure the new theme. By
saying yes it forced Growl to go straight to the "Displays" tab of
Growl's preference pane. It was really weird that it would now show
the tabs for awhile, but I guess now the point is mute.

I've got the exact same problem. I installed growl 1.3.2 from app store on a fresh lion install, and see no tabs - only the general pane. The trick described by David didn't work the first time. But after quitting growl and reinstalling the theme I finally got access to the other panes. Weird and confusing bug.

We've been trying to reproduce it, and so far we can't.

When you say that you got access to the other panes, did the bar at the top show all of the icons?

This maybe related to the case sensitivity bug or some kind of plugin failing to load. When a plugin fails on launch it prevents the plugin view controller from loading with the UI since it launches as the tab is added and it stops pretty much the entire initialization of the rest of the view controllers (hence a single tab). We don't crash right then but since we are listening for notifications, the first we get in that state will usually sink the already half constructed broken boat.

Going to try and solve this by being really cautious and asynchronous as a possible in the new plugin framework.
