The only way I would really see doing this is if you ran a local webserver (tomcat/jetty) and pointed your webbrowser to localhost..

Theere a several way to take you GWT apps offline

HTML5 Localstorage
Adobe AIR
Titanium Deskotop

We have been using the 2 latest quiet successfully.
