AFAIK, county-level charts are not available.  You can make a feature request for them here, if you like:  http://code.google.com/p/google-visualization-api-issues/issues/list

Could it be that "metro" mode is what you need? See https://developers.google.com/chart/interactive/docs/gallery/geochart and search for "metropolitan"

Last I checked, the metro codes don't correspond to counties.
