The data logging occurs with the Image Charts (as the client browser sends data to Google's servers, they build an image with it, and send the image back to the browser). Most of the interactive charts do not send any data back to Google. Each individual chart has it's own Data Policy, however, so check there first. In the case of AreaCharts, they do not send any data back to Google.

I want to use google charts for my dashboard. But due to security issues, i want to make sure that my data is not sent to server.

In general, though, the Visualization API charts do not send any data to Google (see the
Data Policy section for each chart type).
While most charts do not send any data to Google, the API is entirely dependent on Google's servers - you can't host it locally.
