You'll need to please clarify what you mean by non-matriculated. Are you considered accepted to  or enrolled in an accredited university?

Hi Carol,

As a non-matriculated student I take courses at an accredited
university but I'm not working toward a degree. In other words, I am
enrolled but I'm not in a degree program.

Carol will chime in with the final word, but: I'd say that this isn't a good idea. I'm assuming you're working in technology then and won't be able to commit the time needed to the program. Additionally, your day job probably asserts some kind of ip claim to your work, so it'd be difficult for you to commit to a program where your work will be released under an open source license.

Is this the final word on non-matriculated students? I don't think you would find many non-matriculated students working in industry. We're usually taking classes to collect prerequisites for grad school.

Hi there, I have similar question.
If the student has frozen the year in grad school (regularly enrolled,
but paused one semester, due to personal matters and will continue
next year) - is he/she eligible to apply for GSoC?

Hi,

I'm going to speak up while Carol is on a brief vacation.

You do not have to be enrolled in a "degree program" in order to
participate in GSoC.

However, as noted in the FAQ:

"11. How much time is required to participate as a student in Google
Summer of Code?
The amount of time you will need depends on both the scope of your
project and the requirements of your mentoring organization. While
your organization may offer some flexibility around milestone
completion dates, you should expect your project to be your primary
focus this summer. If you have a great internship starting soon or
you're planning a month long backpacking trip, you likely won't be a
good candidate for the program."

It is up to you to judge whether or not you will have enough time to
devote to the program.

Hi,

As long as you are accepted into or enrolled in a college or
university program as of April 23, 2012, you are eligible to
participate in the program. Accepted students will be asked by Google
to provide proof of enrollment after acceptance.

Hi!
A have a little bit different situation. I've graduated some years ago, but wish to participate in GSoC.
My current work is not connected with the project I want to participate and I'm not bound by any ip claims.

Am I eligible to participate in GSoC as student?

P.S.: I'm enrolled in some https://www.coursera.org/ courses. It's probably not an accredited institution, but hope this will give me some chance to enroll.

Unfortunately, no. The FAQ and google admins are very clear about this point. 

We offer mentorship year-round to students and non-students through http://nrnb.org/academy. But this is volunteer only. Not stipend and no affiliation with google.
