Custom zooming: Is there a way?

We have a customer that is not happy with the current zoom levels. 
They would like more fine grain control with smaller zoom steps.  Essentially, they would like an additional zoom level (or possibly two or more) between the current zoom levels.
The result would be the equivalent of zooming from level 9 to level 9.5 then to level 10 then to level 10.5 and so on.

Does anyone have any idea how this might be accomplished?

Getting the intermediate stops wouldn't be that hard. Just write a custom projection that changes the pixel-to-latlng algorithms to divide the zoom levels by two or three or four, etc. The hard part would be finding the map tiles to display at those intermediate zoom levels. Google's imagery is tailored and stitched to the zoom levels they offer. You would probably have to provide your own tiles.
