Can anyone tell me why a stock listing that states it is real time apparently is but the volume count is not?

Also, the volume count does not update reliably or possibly at all.

Volume information, as well as price data for trades that don’t execute on those exchanges, are consolidated and delayed by 15 minutes (NASDAQ), 20 minutes (NYSE).

Maybe I missed something here but when it states "real time" isn't it reasonable to expect the the volume as well as the price is just that?
